The photo showed the HKCEC old wing site had already started construction. Construction officially started on 8th March 1985. In this respect the photo was likely taken a bit after that.
As viewed from Lugard Road (as shown by other hints from the photo), Regent on the Park would appear in front of Hopewell Centre, and in the same direction as Hermitage and Hamilton Block. So it should be the construction site at bottom right. In November-Christmas 1984, it's reached full height, scaffold removed, pushing the photo date before December 1984. (Works might be still going on before completion in 1985.)
In September 1983, LD photo shows it’s CIP at about half height, seemingly matching what could be seen in the photo dated July 1983 above.
On the right at a far distance, those tall buildings look like those in Boyce Road area (from right to left):
the right group: Linden Height, Wing On Towers, Butler Towers;
the slightly higher group: Mount Butler 111;
to the lower left: starts with Bellevue Heights, and Swiss Towers, etc.
Seems Aurizon Quarters, Aurora Quarters, and Cavendish Heights (present generation) are not yet in the photo?
At middle bottom, High Court Building was opened on 31 Oct 1984. Yet, the construction site reached full height in Sept 1983, which also matches its appearance in the photo.

Bottom centre is a building under construction which should give an indication of the year. "Regent on the Park" on Kennedy Road ?
