Early 1840s HK View - who owns it?

Here's a view of the north shore of HK Island from the 1840s. Does anyone know who owns it?

It appears in in the book "An Illustrated History of Hong Kong" (by Nigel Cameron, 1991).  In the acknowledgement, he credits the source as the Information Services Department (ISD). I've contacted the ISD photo library, the Museum of Art, and the Museum of History, but none of them have this painting in their collections.

It's a picture we'd like to include in the book about the history of the Central Police Station site, as it is one of the earliest views that shows the walled compound of the jail on the hillside above the city.
