I believe it should be Central.  I have another photo from Mr Cheng Po Hung for reference and it seem to match.

Errrrr ..... vehicles on the Star Ferry ?

I should have been more specific.  It was not the Star Ferry at all.  Together with the next or previous photo of the same location, it was the Central Vehicular Ferry Pier.
