I'm fairly sure this was taken in Hong Kong from the age of the young ladies, despite the fact that one of them is wearing a hat showing the badge of the Public and Thomas Hanbury School, Shanghai.
Are those Dairy Farm ice cream cups? Where are they? Looks like somewhere out in the NTs that you had to drive to.

This idyllic sunny photo is by their father Tom Hutchinson – presumably the owner of the uneaten third cup of ice-cream on the outdoor round table and maybe the driver of the car in the background.
The opening poster is pretty sure the photo is in Hong Kong based on their ages so I’m assuming she knows the timeline of all 3 individuals which triangulate their main residence as being in Hong Kong at that time-period of their lives. But even so, could it still be Shanghai as they could easily visit from HK because of the presence of Shanghai props in the photo?
All 3 are born and have lived in Shanghai, Gladys is wearing a Public and Thomas Hanbury School hat and the ice cream could be the Hazelwood brand (“Beauty” or “Pretty Woman” branded in Chinese), made in a factory in Shanghai popular from 1920s-1940s. The photo is blurred to be certain but this 1932 advertisement shows the brand of the ice-cream cup with a thin coloured band at the rim and a thicker coloured band at the cup’s base, almost the same as in the photo, with the design possibly slightly different by 1939/40. If it’s Hazelwood ice-cream it would confirm the photo was taken in Shanghai or its environs.
