My guess is that this photo dates from 1913-1914 since I think I can see the masts and funnels of HMS Triumph over the top of the VRC AND the masts of HMS Tamar.
The Triumph arrived in 1913 to replace the Tamar and was being adapted to that role during 1913 and the first part of 1914. Then WW1 broke out and she was promptly cycled back into a battleship role and the Tamar saved from a fate as razor blades.
