When you see the street view, look for the Jet-Win Electrical Co. Ltd. That is the building. If you look up, you should be able to see the Chinese name of the Trade Assocation in black, against the Beige. Note, th ename is being set in traditional Chinese brush script, which is read from right to left as 會商業柴九港。
I have previously mentioned in another post that this Association appeared to be up and running as it is still being listed as active donors in some charity donor lists a few years ago.

A ton of coal isn't exactly a small amount, so I guess the prices have to be interpreted carefully.
