Hi moddsey, the photo is from c. 1898, the reclamation works east of Pottinger Street are almost finished, the works on bottom right are probably related to Blake Pier (see Section No. 6, Praya Reclamation [1903- ].
I found he same photo on Flickr with higher quality, maybe you will replace your's. Regards, Klaus
