In front of the New Oriental Building and the United Telegraph Companies' Office, Murray Pier (3rd Generation) is already there. If the date of the original photo is correct, the 3rd generation pier was already built in 1902 and not in 1908.
The extension of the Royal Naval Dockyard, especially the dry dock, started in c. 1902. This could mean that the 2nd generation pier was demolished earlier than 1908.
