My father, William S. Gegg, wrote the following on the back of this picture “Fastest Man in the Commonwealth 1940”.  My father was a very private person who never exaggerated, so I have no reason to doubt him.

I believe Lugard was one of the colleges at the University of Hong Kong.  My father did not go to Australia until he was released from the POW camp.

I think this is a photo from March 1941, based on this article on p.17 of the Hong Kong Sunday Herald, 1941-03-23:

HIGHLIGHT of the University athletic meeting, which concluded last Saturday, was the splendid form shown by W. S. Gegg in the sprint events. It will, therefore, surprise all those who watched Gegg's record-equalling form in the 100 Yards dash, in which he was clocked at 10 seconds flat, as much as the time surprised Gegg himself, when it is learned that this was his first really serious race.

It's a long article about Gegg's sporting history, and also mentions his prowess at cricket and swimming.

The pictorial supplement for that issue has another photo of Gegg. It shows him winning the 220 yards event, and wearing the same Lugard Hall running vest.
