The postcard was published by M. Sternberg, 51 Queen's Road.
The paddle steamer shown is HANKOW. It started the Hong Kong service in January 1882 and was destroyed by fire in 1906. Behind the steamer, another ship can be spotted, likely Blue Funnel ships which were broken up in Genoa, ACHILLES in 1898, AGAMEMNON in 1899 and AJAX in 1900 (Thanks to Stephen Kentwell for identifying all ships).
Therefore, the photo was taken before 1900, although it likely was published later.
The praya and the wharves look very unfamiliar, so possibly the location is not Kong Kong [although the hills look like the ones in Kowloon] but Canton(??). If this would show HANKOW at the 1st generation Canton Wharf, what is the pier next to it? It didn't appear on maps I've seen before.

The scene is Hong Kong. Looks rather distorted but the long brownish island on the right is Stonecutters with Tsing Yi (then Island) on the left.
Sternberg also has a B/W version of the same postcard titled "Hongkong. Canton Steamer's Wharf" which gives a better depiction of the background and the hills. Not sure what is shown at bottom left.
