This photo by Harrison Forman gives a clear view of the pillbox.
Its stepped loophole design suggests it was one of the later pillboxes to have been built.
Raymond Lo has dated this photo based on the advertisment for the Cathay Cinema:
The photo No.248 was taken on either 7th September 1941[Sunday] or 8th September 1941[Monday],as the film "You'll find out" ( Chinese name is 鬼屋三魔。) was shown at the Cathay Theatre on the above mentioned date.

Similar pillbox in Central
Hi there,
I bumped into this site earlier. It's written in Chinese entirely, seemed to be full of old war time photos. Please take a look at photo 022. The caption read: Pre-war scene at Connaught Road Central, close to the then GPO. It mentioned the pillbox in the middle.

Moddsey has dated this photo
Moddsey has dated this photo of the area to 16-18 October 1940, and notes the pillbox wasn't there then:
That narrows down the construction date for the pillbox to between October 1940 and September 1941.
