Particulars and conditions of Sale of the right of erecting and maintaining piers over Crown Fore-shore to be held at the offices of the Public Works Department by order of His Excellency the Officer Administering the Government, on Monday, the 8th day September. 1902, at 3 p.m.

Addendum: permission to build piers was granted in 1902, see here.

 

In the early 1970s, the area in front of the pier in Sheung Wan was reclaimed. On aerial photographs from May and November 1973, the pier is still there, but is looks that only barges and not passenger ships are at the pier. Likely in 1974, the pier was finally demolished and vanished in the reclaimed area.
