My father in Hong Kong police from 1951 to 1963. 2nd batch recruitment from Pakistan. I don't know about any record but my mother she use to tell us his police number with PC3077
It looks to me to be a Vauxhall Victor F car. I understand that model was introduced in 1957 and continued in production until about 1960 with around 390,000 being built. I recall that it had a reputation for rusting very badly almost from new.

I think that's an Opal sedan car with stearing wheels on the right side of the car.
