I believe the low buildings by the rights was (and istill is) The Duchess of Kent Children's Hospital. A couple of observations: Scenic Villa on the left must have been newly completed when the photo was taken. From the orientation and the distance, the photo seems to have been taken not from the Peak, but more like somewhere on Mt Davies.
