The date hints to the foundation of Victoria Hospital at Barker Road.
However, I found the same image on flickr with the following subscript:
Top hats and parasols at the ready. Laying the foundation stone of the Alice Memorial Hospital in Hong Kong in 1909. The Hongkong and Shanghai Banking Corporation was a major supporter and funder of this new hospital.
Which one is correct?

I'll vote for Victoria Hospital
The National Archive catalogue says that CO 1069/450 is the contents of the commercial photo album, 'Sixty Diamond Jubilee Pictures of Hong Kong', 1897': http://discovery.nationalarchives.gov.uk/details/r/C11443696
That confirms the date, and the Victoria Hospital was part of Diamond Jubilee celebrations.

Governor Robinson
In the photo is Governor Robinson who laid the foundation stone of Victoria Hospital. The year and Hospital are correct.
