I don't think the road here would ever have been low enough for this to have been an entrance. Possibly there was a stream here at some point? Or the arch is just there to strengthen the wall?
I think it is the same watercourse, (looking at streetview because i'm not in HK) have a look at; * 2 lyttleton road, the stormwater drain is next to the road, with a warning of flash-floods, * 84A Robinson road - as above, there's a gap between the buildings and a drainage channel. * seems to come out around 41 Conduit road, * to the right of 23 Po Shan Road
All of this looks like the same watercourse to me.

The 1845 map shows several streams running down the hillside:
