Updated the location
I've moved the marker a little west, but it was roughly the right place. This list shows the factory was at IL 3536, which is where Kut Cheong Mansion stands today. Another confirmation is that the short cul-de-sac between the north and south blocks of Kut Cheong Mansion is called Nation Street.

I've set the completion date to 1934, as given in point 20 of the PWD's Annual Report for 1934.
