This photo overlooked the Eastern Victoria Harbour with Kellet Island in the middle. This location is a bit higher than the other two photos. Possbly on Magazine Gap?
I think he'd have just left the Barracks and got onto Kennedy Road when he took this photo. The hill and building in the lower right is the Magazine in Victoria Barracks.

Caine House, Hong Kong Police HQ (on the left) under scaffolding is being built.
