As far as I could recall, it should be somewhere on New Praya, west or North Street. I think the cement plant had been redeveloped into a residental block.
The map I found was a bit old. Last time when I was walking along the New Praya, which was just a few months ago, I don't recall such a pier there. I believe it had been demolished when they redevelop the site.
I have recently visited the New Kennedy Town Praya for the sunset view and while during the stay, I recognized despite the pier had long been demolished, there are still traces of it. Please see if you could pick it out from this photo.

That's a great sequence of photos. Page 183 of this ebook gives the location:
"[...] the Green Island Cement Pier when struck by the MV Sunshine Island in 1981."
Does anyone know where that pier was please?
