This photo seems to be a bit earlier than the one (dated 1908) shown on HKO's website: http://www.hko.gov.hk/abouthko/history/buildings_e.htm
considering the small white house downhill to the south of the Observatory's 1883 Building on this photo. The 1908 photo shows a bigger house in the place of the small white house.

Considering that the roads in the photos were built after 1893, I reckon your photo would be around the 1900s.

Looks like that (2) should be the oldest one prior to 1902 (without the two rows of houses west of East Road which were already shown on the 1902-03 map (3)).
Comparing the fine details of my photo with (1) (dated 1906) it appears that they are almost the same (I would say more than 90%). So it is likely that my photo should also be around 1906.
