Kennedy Road was the second east-west road in Hong Kong. PWR for 1876 mentions the construction of this road. Garden Road already appears on the 1866 map. So the junction was built likely in the late 1870s. 

The junction drastically changed over the years, mainly after the construction of Cotton Tree Drive. Today, there is no longer a junction in the strict sense because both roads cross on different levels. Garden Road is on solid ground while Kennedy Road crosses on a fly-over.
