In December 1941, Sub-Lieutenant Legge was part of the crew of MTB 11.
He took part in the Christmas Day escape with Admiral Chan Chak.
He is in a couple of the photos showing the escape party after they'd safely arrived at Waichow (see http://www.mwadui.com/HongKong/Waichow.htm). That page lists him as:

Served in the Royal Navy. During the fighting in December 1941 he was Coxswain of HMS Cicala, until it was sunk on 21 Dec.
He took part in the escape with Admiral Chan Chak on 25 Dec, on board MTB 10. (Thums replaced Sub-Lt. Ralph Goodwin who was the previous commander of MTB 10, but who was wounded on 21 Dec - see p.62, Escape from Hong Kong.)
He's listed in the 1938 Jurors List as working for Jardines, but I don't see him in other years' lists.

In December 1941 he was a Lieutenant in the HKRNVR, commander of MTB 27.
After the British surrender he took part in the famous escape with Admiral Chan Chak on Christmas day, 1941.
He was captain of MTB 11 in the Christmas day escape group (source).
In 1941, Hsu was the Aide-de-camp to Vice admiral Chan Chak in Hong Kong. He accompanied Chan on the Christmas day escape from Hong Kong.
