Frederick Flippance was born on 23 December 1891 in Heresham, Surrey, England. He passed away on 4 March 1980 in Surrey, England.
He married Agnes Lamond Stewart in St. Andrew's Church, Penang on 2 June 1932.
Fred was appointed Superintendent, Botanical and Forestry Department on 20 January 1938. He had been trained at Kew and had over 15 years experience in tropical horticulture. Prior to his appointment, he was the Assistant Curator, Gardens Department of the Straits Settlements based in Penang.
In April 1938, Fred was appointed Captain in the HKVDC (Reserve of Officers). He was subsequently promoted to Major. His wife also enlisted and was a nursing sister in the HKVDC, Nursing Detachment.
After the fall of Hong Kong, he was interned at Argyle Street Camp and later at Sham Shui Po Camp.
He left Hong Kong on 3 October 1945 and retired from the service in April 1946.
