Charlotte Cobb gets a very brief mention in The Yip Family of Amah Rock.  She was a member of the South China Boat Mission and attached to one of the Gospel boats stationed at Yau Ma Tei.  She gave assistance to Mildred Dibden in the early days of her work with abandoned babies, by helping to look after the babies while Mildred was working in the dispensary of the Clifts' clinic in Nathan Road.

In 1937, when Mildred had 11 babies and was looking for somewhere bigger to move with them, it was Charlotte who found Mildred the flat in Observatory Road that she moved into next.

I have been unable to find out anything more about Ms Cobb.

On p.77 of the book Chinese Milwaukee there's a mention that is likely the same lady:

In 1951, the First Baptist Church brought in a former missionary as a full-time staff member, Charlotte Cobb, to work with the Chinese, and two years later changed the status of the Sunday school to that of mission. She not only taught English and saw to her congregants’ spiritual lives, hut also instituted programs and classes to acquaint the Chinese with American customs. She also extended herself by helping families on an individual basis.
