Mistakingly thought the underground tunnel beneath this ventilation shaft links to Government House Tunnel.

Not the Government House Tunnel
Hi,
The Government House Tunnel (Network No. 8) is further up the hill, and is not linked to this shaft.
Instead, this ventilation shaft ran down to a connecting tunnel that ran between Network No. 1 (Queen's Road Central) and Network No. 13 (Wyndham Street).
