I'm interested in which year this photo was taken. Zetland Hall was built in 1865, and the photograph taken by John Thomson was about 1869. So I believe my albumen print should be around 1866~1868. I'm interested in the highlighted building which was on the west side of Zetland Hall.
Could it be central police station and Victoria prison. My estimate from a map would be that the two were no more than 600 m apart and to the west of Zetland Street. Hard to tell spacial distance in the photo.
The prison is visible, but it is off in the distance behind the flagpole. The circled building has been identified as Pedder's Hill, see: https://gwulo.com/comment/15803#comment-15803

Not much help, but from map 3-5b in Mapping Hong Kong it looks as though the mystery building was on lot IL 617.
