The first "Leigh Tor" was a modest one story building shown in a photo in the Public Records Office. (PRO 2/1/2). It was rebuilt into a grand mansion, see http://gwulo.com/node/5181. ("Tor" means a small rocky hill)

1901 Expansion
The "Hongkong Weekly News" of 17 Nov 1900 reported on the damage caused by the typhoon of 10 Nov 1900 and stated,
“Leigh Tor which was unroofed preparatory to receiving an upper storey, now resembles nothing but a wreck”.
Obviously, the building was being expanded from one to two storeys at that time. Assuming no long delay in completing the project, the one-storey format would have been replaced by the two-storey building by mid 1901.
