His full name (and rank) was Capt. Carlos Alberto Rodrigues Ribeiro da Cunha, according to Jose Ernesto de Carvalho e Rego Filho in Os Feitos do Capitao Ribeiro da Cunha Durante o Periodo da Guerra do Pacifico em Macau (roughly translated as The Feats of Captain Ribeiro da Cunha During the Pacific War in Macau)

According to http://www.fsm.gov.mo/psp/por/psp_org_9.html, he was Chief of Police 17/3/1941 - 21/3/1946

There is a Carl Smith Card on him, but didn't seem to find a card with his DOB / DOD
