I can repeat it here, and the same problem happens if I try to create a forum topic.
The problem is that the javascript text editor isn't loading - I don't see the strips of editor buttons I see when I edit a comment in a PC browser. So we're typing raw html without the extra tags that the editor adds, which is why the carriage return has no effect.
Not sure what the cause is, but have noted for future investigation - my main PC died on Friday so currently grinding through setting up a new machine.
