This was a refugee camp for Vietmanese refugees. In July 1982 it became the first "closed" refugee camp. Previously, refugees arriving in Hong Kong were housed in open camps, and were allowed out from the camp to work.
The closed camps were introduced in July 1982, where the inmates were not allowed out from the camps.

Way back in the 1950s; 1960s, was it a camp for people with leprodsy(sp?)...where Catholic nuns go there to tend the ills-healing mission?

Hi There,
I believe back in the 1950/60's this site was called a Prison. The camp for Leprosy patients was on Hei Ling Chau, an much smaller island nearby.
I could not recall when, but it must be sometime before 1997, Hei Ling Chau had been converted to a Prison as the number of local Leprosy patients dwindled.
