Albany Flats
Yes - the low rise block just above the Robinson Road flyover in the photograph was The Albany - Government quarters. Same design as those on Mt Kellett Road and the 'front' block of flats at Leighton Hill; same fate.

Googling, according to Facebook, building works commenced in April 1951 and was completed in February 1952.
