The Cross Harbour Tunnel opened on 2 August 1972. Rising above the tunnel portal, but on the other side of the harbour, is the Excelsior Hotel. It appears blurred in comparison to the rest of the photo, so was probably still covered in scaffolding and netting. The Excelsior opened on 20 February 1973, meaning the photo was probably taken at least a few months earlier, in late 1972.
So, this photo dates from late 1972.
