Possibly Klaus. Judging by the low angle it would need to have been around the base somewhere...perhaps Old Peak Road or the tram exit? Although I have no idea where the exit was on the old tower.
The view is similar, but the angle at which the houses are seen is steeper in the original photo (as Phil said above). This indicates that the photographer was standing on the ground, and not on the Peak Tower.

I think this is Peak Gardens on Mt Austin Road. Most likely photgraphed from Lugard Road.
