I vaguely remember there was a thread discussing these signs of different colours.
Generally speaking they were likely of the Water Department about valves nearby, with the size of the pipe, direction and distance of it from the sign, flow direction, etc . Black appeared for normal tap water.
They seemed to be outdated since the info went digital some years back.
