Given the walla-walla alongside the pier, perhaps it is Blake Pier rather than Queen's Pier. If it was the latter, I think I would be able to view the Star Ferry Pier and Blake Pier.
Queen's Pier is likely correct. The side-stairs lead to a lower platform which is close to the water. This can be seen also here. Blake Pier (1st gen) has a stair leading to a platform, followed by a second one (See here).
