More information from pbg.gov.hk website. I found multiple markets along the old road up Tai Mo Shan near Heung Shek Cemetery. I believed I saw around six of these along the road. It would seem the number is larger at the bottom. The last numbers I saw were numbers 2 & 3, where the modern road become the present day foot path.
Further digging found these do not limit to Tai Mo Shan and could be found in other parts of the New Territories.
