A note about the excluded lot in the middle, HKE had literally demolished part of the service station building to make way for foundation work of the new Hotel project. Also note, part of the South Horizon Drive (which is mostly a bridge) is included in the APIL 121 RP lot, which means, it is private. But Yi Nam Road is pubic and excluded from the lot.
Further maintenance of South Horizon Drive would likely for residents to bear.
