how did the rat bins work? were households expected to drop rats into the bins, and then the city cleaners (like the man in the photo) would pick up the dead rats every few days?

The rat bin has an identification number, H332 which indicates that the bin was located on Hong Kong Island.
The World Curtain Co has this address: 73 King's Road, near the junction with Mercury Street, North Point. A possible location for this photograph.
On Google Street View there is currently a postbox at the junction.
