There seemed to be the Lion Rock at the upper right, which means the photographer was facing approximately eastward. Should be among one of the reservoirs, but unable to identify anything further. I am not familiar with that area.
I think this is the Golden Hill Road/Maclehose Stage 6 looking east over the Kowloon Reservior. As T said above the peak on the right is Lion Rock and I think the the one on the left is Wong Ngau Shan
Its hard to line up exactly because of the vegetation growth but there is this spot on the road with a similar looking dam in the river bed below
