Apparently, this particular part of Tai Po was particularly marshy land and the govt engineers were never able to make the ground solid enough to build anything other than this small substation. Hence why the triangle of land (bounded by Wai Yan St, On Fu Road and Tsing Yuen St) remains undeveloped.
