I think the panorama was taken in 1908 or a bit later. The reason for that is deducted from the progress of construction of the new General Post Office (see here). The Public Works Report for 1908 refers: All the walls except those of the verandahs were built to the level of the third floor. Compared to the four-storey Nine Arches building west of the GPO, this should fit.
