Compare with this photo dated 1873 (the date is with the lettering on the mount of the original photo at the Wellcome Institute so can be reasonably confident)
The shrubbery in front of the new-looking white stand at the Happy Valley Racecourse is shorter in height than the 1873 photo. The land just beyond the Bowrington Old Bridge is bare (c.f. with the paths, foliage and lamppost in the 1873 photo).
There are no graves on the hill and land (inland lot number 288) deeded 15th July 1870 for the Happy Valley Muslim Cemetery. There is no Ammar mosque which was built in 1870.
At the latest it is the first half of 1870. But 1866 or after as the Grand Stand is present. Possibly circa 1869.
