According to both the 1912 map (https://gwulo.com/media/13074) and the 1924 map (https://gwulo.com/media/13017), the building circled in red and the one to its right were "Chair Coolie Houses". These were buildings that provided cheap and basic accommodation and food for sedan chair workers.
