Think the workers' hairstyle gives an indication of the time when this photo was taken as all still have queues. This was Manchu Dynasty hairstyle, and after the end of the dynasty in 1911, this hairstyle faded out. So my estimated is 1910s.

Not necessarily, all workers that wore a queue in the pic were ladies. In the 50s and 60s,  lots of ladies wore a queue in HK, especially the domestic maids from Shun Tak.

tkjho, you're probably right. I thought that the forehead looked shaved, but it seems that the ladies had their hair strictly combed backwards. So the hairstyle cannot give us a clue about the time when the photo was taken.

To mention additionally, men on other photos from the tobacco manufactory have short hair.
