I believe we have seen something similar before in either Middle Bay or South Bay. But the mark SGN (is it an L or 11 or something else) may have something to do with the previous owner (Signals). There are many antenna towers up there, likely some British listening station back then. I remember it used to be restricted area.
Sorry, I don't know the function of the concrete object in your photo, but given its proximity to the power towers and the abbreviation "Sgn" possibly meaning "signal", there's a strong possibility that your object is associated with the towers or their predecessors.
I've written about "r" shaped structures previously (https://gwulo.com/media/35314). The object you found is different in shape and (I think) size, and has letters on it which the "r" structures do not. Having said that, your object is similar in shape and looks quite old, so I couldn't say for sure that it's not another version of the "r" structure.
The "r" structures are normally found in lines near WWII military sites. Did you notice any other similar objects? Also, I wonder when the power towers site was first used as such and what, if anything, existed there before it?
Please find here a shot from across the harbour towards Siu Ma Shan/Mt. Butler. Sorry, the lights is not very sufficient and my lense only have a fixed aperture of f8. But in extreme zoom you should still be able to see the multiple towers of Siu Ma Shan.
