I signed up for this site just to comment on this photo. So far, the Antiques and Monuments Office (AMO) has granted every discovered ancient rock carving the "declared monument" status, with 9 of them so far.
The latest one recognized by the AMO is at Cape Collinson, which was discovered in October 2018. Assuming the rock carving that you pictured is legitimate, I believe it would qualify for the 10th and newest rock carving with the declared monument status.
If you have time, I would suggest contacting AMO ( https://www.amo.gov.hk/en/contact-us/index.html ) and providing information to them. I would do it myself, but you fully deserve the credit. I hope that this works out!
