According to my grandmother's notes on the back of the photo this picture shows a huge roch which had fallen on a pump station demolishing some of the machinery. This is probanbly after a major 1926 typhoon. My grandparents lived at Lugard Rd at that time and later moved to Tregunter Manions and my grandmother noted on the photo that they obtained their water from this station.
