I think that is a Venom aircraft of 28 Squadron in the foreground that took up gate guardian duties at RAF Kai Tak. A photo here and here of a Venom, registration WR539 at Kai Tak.
As the Wessex helicopter in the background was introduced in 1972, I surmise the photo was taken in the mid-1970s.

De Havilland Venom
Great to finally find out what kind of plane that is in the foreground! I have a photo of me in 1963 at age 11 sitting in the pilot's seat. It was parked beside the Kai Tak Fire Station where my dad was Chief Officer
Re: Main Fire Station
A few photos of Kai Tak Airport's Main Fire Station (first generation) by Sung Wong Toi Road can be viewed here The fire station was adjacent to the Far East Flying Training School and local flying clubs. Normally, the Venom would have been parked at the RAF side of the airport. Perhaps an 'open day' event on the civilian section of the airfield with the Venom and other flying club aircraft being on display.

It seemed to be a permanent fixture at the Kai Tak fire station in the early 60's. My dad was fire chief and took this photo of me in the pilot's seat.
Re: Permanent Display
Looking at your photo, the aircraft appears to have been damaged or rendered obsolete. May have been used by the Fire Service as a training aid at the Main Fire Station. Nice photo of Kowloon Peak on the right.
