It is the sign for a company that rents tuxedos and gowns. The translated name will be something like "Wan Sheung" on the top right, it also says "fashion shop" down the bottom right. Top left says they rent dressing gowns etc.
The white vertical light box(?) on the right is from the same company. Maybe the English on the side says "Model"?
I think the photo is from the Harrison Foreman collection circa 1940-41. Looks like taken in Central with the May May store next door. The sign may have been inspired from the Fred Astaire and Ginger Rogers film 'Top Hat' released in 1935.
