Given the HSBC is spanking new and the cupola appears to be housing the statue of Queen Victoria, I guess the photo was taken before the war. The temporary government buildings in Statue Square have not been erected. An enlarged view of the same photo

The buildings of Queen's Gardens are still there, so it's 1937 or before.

I suspect this is the usual case, where a new building is erected, so all the postcard makers have to go out and shoot new images.
